Don’t mind going Veracruz via Merida, or Cancun, but flight must originate and end in Veracruz.
DONT want to go via Mexico city.
Do you know of any air/hotel packages Vercruz to Havana ….. only need the hotel part in Havana

I found one outgoing but the return goes to Mexico city and then on to Veracruz. If you are in Veracruz ( Mexicana ) I think you will have to check with a travel agency for a charter package.

I don’t believe any flight to Cuba originate in Veracruz. You either depart from Cancun or Mexico City. Maybe Monterrey too.
